Azure's Cobalt 100 tops the chart with OCI's AmpereOne M following. Interestingly, in third place and best for the GCP cloud, is the aging t2d Milan which was noted as a great value in previous years. AWS once more has Turin saving the day by just making it into the top 10. You can get great value with all providers that offer spot instances, but you do have to monitor prices.
